题目Title:Global Minds, Local Gains: A Tale of US-China AI Talent Migrations

摘要Abstract:

We fine-tune a suite of Large Language Models (LLMs) to classify patents into AI patents by subfields, achieving over 90% precision and recall–more than doubling the performance of the USPTO’s official classifier (40% precision) on a test set released by US Patent and Trademark Office (USPTO). Using these high-resolution data, we track cross-border migration of AI inventors between the United States (US) and China. We document a significant increase in both the quantity and the quality of US-to-China AI talent migrants over time, particularly after the onset of US–China trade tensions in 2018. These migrants significantly increase their patent output and exploratory innovation, with the largest gains observed among those joining research institutions, having greater experience and a more consistent research focus. In contrast, China-to-US migrant AI talents show decreased patenting activity but gains in originality. Migrant AI talents in both directions expand their collaborator networks after relocation and generate positive and persistent spillovers in collaborator productivity. Our findings highlight the broader benefits of talent mobility and suggest that recent geopolitical developments have contributed to a global reallocation of AI innovation activity in favor ofChina.

主讲人Biography:

Xian Gu is a Professor of Finance and a Co-Director of the Centre for Banking, Institutions, and Development (CBID) at Durham University Business School. Xian’s research interests are financial intermediation, corporate finance, FinTech, law and finance. She has published academic papers in Journal of Financial Economics, Journal of International Economics, and Annual Review of Financial Economics, among others.

She currently serves as an Associate Editor in Journal of Financial Stability.
